Andrea R. Rozran is a Principal and President of Diversified
Health Resources, Inc.
Ms. Rozran has more than twenty-five years of experience in health care planning
and marketing, area-wide health policy, and in regulatory and government processes.
She has assisted clients in the areas of strategic planning, marketing, program
and facilities planning, the certificate of need application and review process,
licensure and government relations, area-wide health and facilities planning,
and program evaluation.
Before forming a health care consulting firm, Ms. Rozran was a specialist
in urban policy development and planning, experienced in issues of urban finance,
health, and housing and in regulatory and governmental processes.
Ms. Rozran served as an appointed member of the Illinois Health Facilities
Planning Board (IHFPB), the governmental body charged with developing and
implementing Illinois' Certificate of Need (CON) and 1122 programs.
She has lectured and participated in conferences on health planning and regulation
throughout the country. She has served as a consultant to a variety of public
and voluntary agencies as well as to legislative committees at the state,
local, and federal levels of government.
Ms. Rozran has served as a corporate member of Blue Cross–Blue Shield of
Illinois and a member of the Illinois Advisory Committee to the U.S. Commission
on Civil Rights.
She is a member of the Society for Healthcare Strategy and Market Development,
a society of the American Hospital Association; and the Chicago Health Executives
Forum (CHEF). Ms. Rozran is also a founder and former member of the Executive
Committee of the Women's Health Executives Network (WHEN).
She was an Associate of the Woodstock Institute, Chicago, a policy analysis
and consultation firm. While associated with the Woodstock Institute, Ms.
Rozran authored a number of working papers on urban policy issues. She is
the author of "City Finance" (in Chicago's Future: An Anthology of Reports,
Speeches and Scholarship Providing an Agenda for Change).
Ms. Rozran received a B.A. from the University of Michigan, an M.A. from
the University of California, Los Angeles, and completed coursework for a
Ph.D. at the University of Chicago. Her biography has appeared in The Who's
Who in The World, The World Who's Who of Women, The Who's Who
of American Women, and The Who's Who of Emerging Leaders in America.
